Part-time staff payroll for F&B chains: hourly, twice monthly, 10% withholding

Part-time staff payroll in an F&B chain comes down to three steps: capture each person’s actual shift hours, multiply by the hourly rate of their pay group, and apply the insurance and tax rules that match the contract they signed. With S4 eSuite Payroll on the Acumatica F&B edition, hours sync from time-keeping software, part-timers are paid twice a month and 10% withholding applies from VND 5 million per payment. The cost of this group also lands on the right store as soon as payroll is approved.

Part-time service staff are a familiar part of restaurant chains, especially on evening and weekend shifts. This article walks through how the system handles them in the S4 Bistro demo, a fictional chain of 30 stores; all figures in the demo are demo data.

How is part-time staff payroll different from permanent staff payroll?

The biggest difference is the unit of pay: permanent staff receive a monthly salary based on workdays, while part-timers are paid for the hours they actually work in each shift. In the S4 Bistro demo, the chain runs three pay types side by side: office staff on monthly salaries, stores with sales bonuses, and part-time service staff paid by the hour. All three run on one system, but each belongs to its own pay group with its own earnings, insurance treatment and tax method.

For part-timers, hours change with the weekly roster, one person may work a weekday evening shift and a long weekend shift, and total earnings swing from period to period. If the payroll team has to compile hours from each store’s timesheet and key them into payroll software, every pay run becomes a manual merge prone to missing hours, duplicated hours or the wrong store. That is why payroll for this group should start from shift data, not from a spreadsheet.

Where do part-time shift hours come from?

Shift hours sync from time-keeping software into Acumatica, so the payroll team does not re-enter them. In the demo, an evening shift is 4 hours and a weekend shift is 6 hours; each shift records the exact hours of each person at each store. The part-time payroll is then calculated by the hour from this data.

Because shift data is already tied to a store, each person’s payroll cost goes to the store where they worked, even when someone works at more than one outlet. This is what lets executives calculate labor cost to sales per store without manual month-end allocation, as discussed in labor cost to sales ratio per store.

Do part-timers on service contracts pay social insurance?

In the S4 Bistro demo, part-time service staff are engaged under service contracts, so no insurance applies and S4 eSuite Payroll does not calculate insurance for this group. This is set once on the pay group, so everyone in the group is treated consistently without checking each payslip.

Store staff on labor contracts, by contrast, have social, health and unemployment insurance calculated on their insurable salary, and the employer share is posted to the right store. Deciding which contract type applies to a person is a legal and HR decision for the company; the system applies the rules of the pay group the company has chosen. For hourly employees on labor contracts, companies should also check the rate against the hourly minimum wage, currently VND 25,500 in Region I under Decree 293/2025/ND-CP, effective 1 January 2026.

How does 10% PIT withholding work for part-time staff?

Under Decree 253/2026/ND-CP, the paying organization withholds 10% personal income tax on payments from VND 5 million per payment to resident individuals without a labor contract or with a contract under 3 months. Payments below VND 5 million can still be withheld if the individual requests it. S4 eSuite Payroll checks the threshold on each payment and withholds automatically when a payment reaches it.

The withholding threshold is a statutory parameter with an effective date, not a number hard-coded into a formula. When the rule changes, the company adds a new parameter line with the relevant effective date; earlier pay periods keep the method that was applied at the time. The payroll team does not have to wait for reprogramming each time the law changes, and can still explain which rule applied to each period.

Why pay part-time staff twice a month?

In the demo, part-time staff are paid twice a month, while office and store staff are paid monthly. A shorter pay cycle suits shift workers, who often need their money sooner. Each run is a separate payroll with approval and history, based on the hours synced in that period.

Because the VND 5 million threshold applies per payment, the system checks withholding for each run separately instead of adding up the whole month. When the twice-monthly payroll runs in the same system as the monthly payroll, the payroll team does not maintain two separate processes, and the cost of both runs still adds up to each store when executives review monthly figures.

What does an F&B chain need to run part-time staff payroll in ERP?

Companies should prepare three sets of information: a list of part-time staff with their store and contract type, hourly rates by pay group, and a connection to shift data from time-keeping software. Earnings are then set once as configured rules on the pay group; changing a rate or coefficient later needs no programming. Bilingual payslips with a PIT breakdown can be emailed to each person.

Acumatica is an ERP for mid-sized and large companies and does not charge per user, so store managers and area managers can work on the same system as the payroll team. The payroll module for restaurant chains is described on payroll for F&B chains; the 2026 withholding threshold and tax brackets are covered in Vietnam personal income tax 2026 in ERP payroll on s4.com.vn. Every dong of labor cost lands on the right store, on one platform.

Frequently asked questions

Where does hourly part-time staff payroll get its data?

Shift hours sync from time-keeping software into Acumatica, so the payroll team does not re-enter them.

Do part-timers on service contracts pay insurance?

In the S4 Bistro demo, this group is on service contracts so no insurance applies; the rule is set once on the pay group.

What is the current 10% PIT withholding threshold?
